Palmdale Water District, CA
Needs Assessment:
In April 2005 CNC Engineers ("CyberNet Consulting Engineers") was retained to perform an engineering study of the District's existing SCADA system which included over 60 remote facilities. The issues that the District intended to resolve included power monitoring and optimization (e.g., time of use pumping, motor efficiency calculations) at the pumping facilities, improvements to the radio communications, RTU and HMI systems, and instrumentation and security enhancements, including video monitoring at selected sites.
Detail Design, Bid Assistance & Construction Management:
In 2006, CNC Engineers prepared construction plans and specifications for the SCADA system upgrade, including approximately 60 facilities consisting of the District's water supply, storage and distribution systems. The District's existing spread spectrum-based mesh architecture wireless wide-area network has been retained, and with upgraded software, is being used as the communications media. Design improvements aimed at reducing over-the-air message traffic are being introduced by means of report-by-exception communications.
System Components: Control Microsystems SCADAPack RTUs, Cellnet (formerly Metricom) 900 MHz license-free spread spectrum radios, and Wonderware InTouch HMI. The HMI includes multiple workstations, laptops, printers, network interface equipment and alarm/event dialers, as well as other ancillary equipment used in a modern, state-of-the-art SCADA system.
